Mikhail Fedotov Proposed to Adapt Constitution to Internet

Matvey Alekseev, FAITID CEO, thinks that adoption of an international convention defining the rules of the Internet governance is very unlikely. "The Constitution was created in Russia, while the Internet belongs to the whole world. Try projecting the Constitution of Russia on the whole world. Different countries have different laws and attitudes. That's why creating an international convention that would take into account positions of countries with at least access to the Internet seems impossible. Even in Russia we have fights over every Internet-related law. And the whole world... Maybe our great-great-grandchildren will figure it out somehow," says Mr. Alekseev.

Calls for Riots Will Be Equated to Suicide Propaganda

Extrajudicial blocking should be applied to websites with calls for riots and extremism. Such a bill was brought in to the State Duma by an LDPR deputy Andrei Lugovoi. A similar mechanism already exists for websites containing child pornography. The initiative has supporters in the Federal Assembly. […] FAITID CEO Matvey Alekseev said that this bill does not address the issue of "notifying a foreign hosting provider". He believes that this initiative "will make things difficult for websites that allow users to leave comments", since the bill requires telecom operators to immediately block pages containing illegal content, while previously website owners were given time to delete such content.

Sovereign Internet

Government websites should not be stored on foreign servers, say activists of All-Russia People's Front. They ask the government to resolve this issue. […] It doesn't matter where the server is located (the Internet has no borders), what matters is the server's security settings, says FAITID CEO Matvey Alekseev. He thinks that security level of such websites would increase if the government created in Russia a single hosting platform for government websites or signed a contract with one of the existing providers making it responsible for everything. Russia does have hosting platforms that are capable of storing all government websites, says Mr. Alekseev.

Прокуратура проверит интернет во всех школах России

Prosecutor General's Office plans to check Internet filtering in all the schools of Russia. […] Internet experts say that the only way to ensure blocking of adult content is to close up the whole Internet except for a number of approved sites. "Full blocking of adult content can only be ensured by a white list, which means that users can visit only approved sites. Otherwise it's impossible to guarantee 100% reliable filtering. You cannot ban everything," says FAITID CEO Matvey Alekseev.

.MOSCOW and .МОСКВА TLDs Expected to Have 500K Registrations in Three Years

Registration of .MOSCOW and .МОСКВА domain names will start in early 2014. Experts expect 500,000 registrations in three years. One domain name in these new TLDs will cost approximately 600 RUB during the general availability phase. .MOSCOW and .МОСКВА might be then followed by .СОЧИ (Cyrillic for .SOCHI).

The State Duma Approves the NIEP Bill

The State Duma’s Information Policy Committee has approved today a bill on the National Interactive Education Platform (NIEP) which provides for a single access
point for teachers, schoolchildren and their parents alike. [:] The NIEP idea has been initiated by the Russian Association for Electronic Communications, Foundation for
Internet Development, RU-CENTER Company, Smart Internet Foundation, State Duma Deputy Vadim Dengin and the Foundation for Assistance for Internet Technologies and
Infrastructure Development.

Torrents to Be Blocked Completely in Russia

The torrent trackers, alongside any resources containing an overtly illegal content, are to be subjected to a complete IP blocking. Our website has been briefed on the matter by Alexey Volin, Deputy Minister of Communications. According to him, there are about 160 such resources on the Runet. [:] In the meantime, the new torrent technology generation uses a distributed address base storage system, and the  websites, when addressing each other, gradually find their way to the information needed while bypassing the central server. As experts say, blocking such a system is virtually unenforceable.

The US budget clinch will delay the introduction of new Internet TLDs

The previously scheduled launch of the new top-level Internet domains, like .МОСКВА, .MOSCOW, .РУС,
.ДЕТИ, .ОНЛАЙН etc., may be delayed as great many federal US entities have suspended their operations, which will trigger losses for the Russian companies intending to register their domains in the new TLDs. Matvey Alexeev, Executive Director of the Foundation for Assistance for Internet Technologies and Infrastructure Development, said that his Foundation will be painfully affected by any scheduled timeframe delays. The organization will only be able to make money due to domain name registrations in its perspective TLDs.

Anti-Piracy Law: What Internet Users May Expect?

Anti-piracy law caused a lot of controversy.  Internet businesses tried to suggest amendments to the bill, but most of them were ignored by the deputies. We talked to an Internet industry expert who is actively participating in the discussion around the Internet governance — Matvey Alekseev, FAITID CEO. He told us about the possible outcome of the law for regular users, about whether or not obscenities can be filtered on the Internet and about ways to protect children from undesirable content.

Moscow City Court identified first websites that might be blocked pursuant to the anti-piracy law. [:] This law’s shortcomings will negatively affect the commercial appeal of Russian web hosting and top-level domains, says FATID CEO Matvey Alekseev. There is already some customer migration to foreign service providers and this trend will continue if the government maintains its attitude towards the Internet.
