Experts from the Foundation for Assistance for Internet Technologies and Infrastructure Development (FAITID) say that this law has already damaged the Internet industry: Russian service providers lost 18% of customers to foreign competitors. Everyone agrees that the law is half-baked, including those who initiated it. The Ministry of Culture and the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (Roskomnadzor) intend to improve it and, possibly, apply to other areas: music, photos, texts, paintings. Some experts suggest waiting a little while: the law will soon be forgotten by both pirates and copyright owners.

A Mass Meeting for Internet Freedom Took Place in Moscow

...A mass meeting under the loud title "For Internet Freedom" initiated by the Pirate Party of Russia took place in Moscow. The organizers proposed to join the event to all who is concerned about the entry into force from August the 1st of so called "anti-pirate law". [...] In the opinion of Matvey Alekseev, FAITID CEO, the mass meeting was good, but the goals and tasks today are slightly different: "More tight communication between the authorities and the industry is necessary, especially its technical experts. All criticism that we had sent to Duma were not taken into the account as, likely, there was lack of political will and understanding of the consequences, that the law will bring to the Russian Internet."

A Meeting of Group of Applicants for Geographical Top-Level Domains Took Place

4 July 2013 in London a scheduled meeting of the group of the applicants for Geographical top-level domains (GeoTLDs) took place in London. Experts of the organisations applying totally for more than 30 TLDs for cities and regions of the world took part in the meeting. Representatives of the Internet Industry Demanded to Reconsider the Law on Piracy

Major Russian Internet Companies, Foundations and Associations openly claimed against the RF State Duma adopted and Federation Council approved law stipulating the blocking of websites containing pirate materials, starting from August this year. The Internet industry representatives sure the document will put an end to it. Mail.ru Group, Yandex, Afisha-Rambler-SUP, Google Russia, RU-CENTER, Hosting Center, Foundation for Assistance for Internet Technologies and Infrastructure Development have signed under the open letter on the website of the Russian Association for Electronic Communications (RAEC).

The .MOSCOW Top-Level Domain for Moscow and .TATAR for Tatarstan Were Approved

ICANN has approved the application filed by FAITID for the .MOSCOW top-level domain implementation. [...] According to the estimate of the RU-CENTER domain name registrar it is expected that from 100 to 150 thousand domains will be registered in the .МОСКВА Cyrillic string in the first year, the same estimate for the .MOSCOW string is 300-500 thousand. At the same time Alexander Panov, FAITID President, is sure that in three years the total number of registered names in both extensions will reach 1 million.

It Is Proposed to Regulate the Internet Without Taking into Account the Opinion of Those Who Know How the Internet Works

Today the RF State Duma adopted a law that stipulates a random blocking of websites containing illegally posted content. In the opinion of Matvey Alekseev, FAITID CEO, accepted anti-pirate law has a lot of shortcomings. "First of all its authors treated with the wordings very roughly, as a result of which the definitions of the subjects of law got extremely wide field for the interpretation. Practically effective definitions may be applied to any website or any service provider," M. Alekseev explained.

ISPs Agreed with ROSKOMNADZOR Recommendations for Prohibited Websites' Blocking

Hosting-providers accepted the technical recommendations on the methods of restriction of the access to prohibited [Internet] resources proposed by the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications (ROSKOMNADZOR). This is announced on the regulatory body's website with a reference to Matvey Alekseev, the Chair of the Commission of Hosting Providers and Registrars of the Russian Association for Electronic Communications (RAEC). "Most of our proposals that allow to take into account the nuances of how Internet works and block websites with the lowest risk for the other resources are considered in the document," says Alekseev. "That's why our common position can be the agreement only."

The .МОСКВА and .MOSCOW TLDs Can Be Launched in Fall 2013

It is reasonable to expect the domains' introduction not earlier than in November, or in the worst case in March. According to preliminary information premium registration will start from 150,000 Rubles for a name and then will gradually reduce to 1,500 Rubles.

A Provider Will Answer for Pirate

The State Duma is in the hurry to adopt the anti-pirate law. [...] FAITID CEO Matvey Alekseev thinks the new law has several moments that potentially can hit communication companies and hosting providers. First of all according to the current version [of the law] it is proposed to make them responsible for the content that uses their facilities. [...] Secondly the current law contains definitions like hosting, network address, link etc, that are very doubtful from technical perspective.

Moscow Domains to Be Launched in November 2013 or in March 2014

The .MOSCOW and .МОСКВА domains for Russian capital to be launched in November this year or March next year, said Dmitry Burkov, FAITID Board Chairman. [...] According to him the date will depend on how ICANN will carry out the new top-level domains' launch mechanisms, many of which to be used for the first time.
